God lead our Bishop, William L. Blackwell, Sr. to Richmond to begin the expansion of the United Holiness Church, Inc. When he arrived, he saw that there were already several churches; he wondered why God would lead him here to open yet another church. In obedience, he followed God’s lead which directed him to a little white church on a hill at 1511 Stockton Street in the early summer of 1985. The church had black painted windows; bathrooms that had been well used, but looked like never cleaned. The sanctuary had an oil stove, wooden floors and pews. Bishop rolled up his sleeves and began prepare the building for worship. The little white church was named Cathedral United Holiness Church of Life #2 and officially opened for worship in June 1985. The first year, Bishop traveled back and forth from Smithfield to Richmond having only Sunday afternoon services at 3:00 p.m. initially. In 1986, Elder Wayne Brooks was appointed Asst. Pastor and fulfilled the responsibilities of that office for one year. In 1987, Elder Wilson, a leader at Cathedral #2 branched out and began a new ministry which was the third church in the organization. In early 1989, Elder Cornelious Wood was appointed Asst. Pastor. Later that year, Bishop turned the church over to Elder Wood and installed him as Pastor. Elder Wood remained the Pastor until March of 1994 and then Bishop returned to his role as Pastor of Cathedral #2 and Minister Edna-Faye Etienne, an anointed woman of God was appointed as his Asst. Pastor. Under Bishop and Minister Faye’s leadership many souls came to Christ the church began to grow. Minister Faye was ordained as an Elder in August of 1994. A church choir was formed…The Voices of Victory was birthed under the direction of her son Ben Etienne. The choir members were transformed as God had his way with them. Those who were once sinners became anointed men and women of God. The fruit of Elder Faye’s labor was blessed by God. She was Bishop’s right hand in the ministry until she went home to be with the Lord in March of 1996.
